**Job Purpose and Organizational Context**

The Colombia Humanitarian Fund (CHF) is a country envelope of the Humanitarian Fund for Latin America and the Caribbean (LAC HF), managed by OCHA from its Regional Office in Panama, through a dedicated Regional Humanitarian Financing Unit (RHFU).

The objectives of the Colombian Humanitarian Fund are to save lives, alleviate suffering and maintain human dignity based on humanitarian needs and priorities identified at the local and national level, as well as to advance the localization of the humanitarian response based on the principle of action without harm. and by expanding access to funding for local humanitarian partners best placed for the required humanitarian response.

The Colombia Humanitarian Fund (CHF) mobilizes and channels resources to humanitarian partners to respond to the humanitarian needs in Colombia. Given the importance of broadening partnerships in order to reach people in need in the most underserved areas; the CHF aims to promote the response of local actors through the funding of local and national NGOs. The Fund operates within the parameters of the Community Priority Response Plan 2024-2025 (PRPC in Spanish), with the objective of expanding the delivery of humanitarian assistance by focusing on critical priorities and needs.

The CHF allocations focus on critical and emerging needs, supporting local partners, strengthening coordination forums, and facilitating access to difficult/remote areas. The Fund also strengthens effectiveness and efficiency, promotes the localization agenda, and supports the strengthening of national NGOs within the PRPC.

**Duties and Responsibilities**

The Programme Officer will support the Pool Fund Manager and team with functions related to the programme portfolio managed by the Regional Humanitarian Financing Unit (RHFU).

**Support the programmatic function of the Humanitarian Financing Unit**:

- Support the Regional HFU during the allocation process from the design of the allocation strategy and throughout the project cycle, including project review processes, review of programmatic narrative reports, and support to the programmatic monitoring instances.
- Liaise with local and national partners to guide them in eligibility process and project cycle, including contribute to learning activities and workshops.
- Support the Regional HFU in assessing the implementation of PSEA and the integration of cross-cutting issues in CHF-funded projects.
- Support the Regional HFU in the process of Internal Capacity Assessments for new partners following the Operational Manual guidelines.
- Communicate programmatic concerns about proposals, project documents and/or implementing partners to the Programme & Monitoring Officer and Pool Fund Manager.
- Support the development of the Annual Report and its release at the local level and liaise with the IM Unit for the Fund’s information products.
- Support monitoring projects as necessary, including elaborating monitoring reports and following up with partners.
- Support the Regional HFU in organizing training sessions for partners on programmatic, reporting, monitoring, and cross-cutting issues.
- Support processes related to CERF allocations and project implementation as appropriate.
- Support the preparation and presentation of training and workshops related to CHF goals, fund administration, eligibility procedures, reporting and monitoring activities, proposal development and logical frameworks, budgeting, and others.
