The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

The INL section at U.S. Embassy Bogota, established in 1985, is among the largest and most complex INL offices in the world. INL/Bogota is charged with developing strategies and programs to achieve international narcotics control, law enforcement, and justice foreign policy objectives.

**Minimum Qualifications**
- U.S. Citizen;
- Bachelor’s degree from an accredited U.S. institution. Degrees in Political Science, International Relations, Geography, Intelligence, Data Analytics, Aerial Imaging, or related military field are strongly preferred;
- A minimum of ten (10) years’ experience in related field; Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines;
- Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process;
- Ability to communicate effectively, both orally and in writing, in English and Spanish, with a wide range of players;
- Experience drafting US government reports and documents, such as the INCSR, embassy cables, and other documents;
- A minimum of three (03) years’ experience pertaining to all-source intelligence imagery analysis working in a conflict or a post-conflict area of operation(s);
- Demonstrated knowledge of aerial imagery and analysis of fixed and moving target indicators;
- Demonstrated knowledge of the Intelligence Community (IC) and responsibility for drafting all source analytic products;
- Demonstrated understanding of theater-level C2, specifically Arc GIS doctrine, the operational networks and architecture used to support C2 in the development or refinement of related Joint and/or Service TTPs Air Support Manager, surface, or ground equivalent expertise/specialty.

**Preferred Qualifications**
- Demonstrated knowledge of law enforcement programs in Colombia, methods, and operations.
- Master’s degree from an accredited U.S. institution.
- Active security clearance or an interim active security clearance within the last 12 months from date of solicitation.

**Duties and Responsibilities**
- Work in close coordination with the CNP, DIRAN, and INL/Bogota, assisting in the design, development, and implementation of an all-source database program that will be used to strategically plan law enforcement operations. Training initiatives will help to make the database a host nation sustainable operation. However, the design or build will be a significant part of this work as well as evaluating and improving the product over time.
- Work with and train Government of Colombia (GOC) intelligence analysts to review all source intelligence data to include but not limited to, political boundaries, hydrographic, historical law enforcement activities, criminal and dissident activities, improvised explosive incident data, precursor chemical and illicit narcotics transshipments, aerial imaging, etc.
- Provide recommendations on locations to focus on several law enforcement activities, including eradication, interdiction, environmental crimes, public security, or alternative development efforts while also providing force protection analysis to mitigate threats from narcotics trafficking and illegally armed criminal groups.
- Assess developments and changing operating methods of narcotics trafficking and illegally armed criminal organizations. Final decision making to changes of operating methods will be made by a USG employee.
- Work with Common Operating Picture (COP), the CNP’s Unmanned Aerial Systems unit (SIART in Spanish), and the CNP’s detection unit (SIIMA) analysts to identify vulnerabilities and implement countermeasures in operational plans.
