This position is located in the Regional Office for the Andean Region and the Southern Cone (ROCOL), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) with duty station in Bogotá, Colombia. The Programme Officer (Illicit Finances and Organized Crime, PROJUST Area) will work under the overall guidance of the UNODC Representative and the direct supervision of the Senior Programme Officer heading the PROJUST area.

**Responsibilities**:
Within limits of assigned authority, the Programme Officer (Illicit Finances and Organized Crime, PROJUST Area) will participate in analyzing political, social and economic trends and be responsible but not limited to support and guide the identification, design, formulation, management/monitoring and evaluation of programme activities within the Pilar of illicit finances and organized crime of the PROJUST area. The incumbent will perform the following specific duties:

- Provide input and substantive support to monitoring the implementation of activities and their effectiveness, i.e. the project strategy, management arrangements, deliverables, etc.
- Coordinate the managing of human and financial resources of the programme, ensure effective utilization, supervision and development of staff.
- Monitor the activities that have been undertaken, and their progress towards achieving the project purpose and monitoring progress towards impact.
- Evaluate programme effectiveness, benchmark results and lead knowledge management for continuous improvement of PROJUST strategies against illicit finances and organized crime.
- Identify learning and training opportunities for staff and partners in relation to illicit finances and organized crime.
- Provide substantive support to managing the programmatic/administrative tasks necessary for the functioning of the programme/projects and teams, including preparation of budgets, performance parameters and indicators, policy and operational objectives, budget and programme performance reports, preparation of inputs for results-based budgeting, etc.; prepare related documents/reports (work programme, programme budget, etc.).
- Assist in developing a resource mobilization strategy and build partnerships that promote long-term involvement and financial, in-kind support and resources by donors, public and private sector donors to support the Pilar.
- Design and provide support to the strategic planning of the Pillar and assist in developing innovative strategies against illicit finances and organized crime.
- Participate in the development of systems for monitoring, follow-up and evaluation of projects to increase the impact of programmes. Keep abreast of best practices and new policies in the Pillar themes.
- Support, organize and participate in advocacy meetings, round-tables, training workshops and other meetings.
- Liaise on substantive issues with counterparts, both in the city of Bogota and in the suboffices, and with officials of other organizations and specialized agencies.
- Perform other work-related duties, as required.

Education
An advanced university degree (Master’s degree or equivalent) in law, criminal justice or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience will be accepted in lieu of the advanced university degree.
