- 10-15 years- Panagora Group is a social enterprise that provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation and Learning (MEL) activity and the USAID/Colombia Monitoring, Evaluation and Learning Short-term Activity (MELSA).- Panagora seeks a Monitoring Advisor for an upcoming five-year Monitoring, Evaluation, and Learning Follow-on Activity funded by the United States Agency for International Development (USAID). Panagora anticipates the new activity will provide technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Evaluations; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaborating, Learning, and Adapting (CLA).- This long-term position will be based in Bogota, Colombia and is expected to start in mid-2024. This position is open to Colombian nationals.
- The Monitoring Advisor will work closely with the COP, DCOP, and USAID to ensure that USAID and its implementing partners receive high quality monitoring support services that allow for the measurement of results of USAID/Colombia efforts under the Country Development Cooperation Strategy (CDCS). The Monitoring Advisor will support collection and analysis of strategic indicators, conduct data quality assurance (DQA) exercises, lead feedback meetings on behalf of the Mission, develop strategic indicator guidance, and support USAID/Colombia in preparing its fiscal year PPR reporting. This position will also support USAID/Colombia and the Monitoring, Evaluation, and Learning Working Group to optimize indicators and performance management and learning for decision-making and adaptation.- The Monitoring Lead will report to the Chief of Party (COP). The position will be based in Bogota, Colombia with some travel possible, and is contingent upon award of the new activity contract to Panagora.

**Duties and Responsibilities**
- Provide strategic vision and lead performance and context monitoring support to USAID/Colombia, working closely with the COP, USAID, and USAID Colombia MEL Working Group.
- Support the development and design of surveys and tools for data collection.
- Support data quality assurance (DQA) exercises and feedback meetings on behalf of the Mission with a view to strengthening implementing partner performance.
- Monitor Activity performance and partner data collection methods and quality; and compliance with approved USAID Branding and Marking plans, per ADS 320.
- Ensure the development of strategic indicator guidance and support USAID/Colombia in preparing its fiscal year PPR reporting.
- Support the Mission’s sustainability strategy related to the Organizational Performance Index (OPI).
- Manage the collection, reporting, and analysis of indicator data and update indicator data in close collaboration with USAID and Ips, including custom indicators, Mission-wide indicators, and standard Foreign Assistance (F) indicators reported directly by USAID/ Colombia.
- Other duties as assigned by the COP or designee.
