Panagora Group, a woman-owned small business specializing in global health and international development, seeks an experienced Evaluation Director for the anticipated two-year USAID/ Colombia Monitoring, Evaluation & Learning Short-term (MELSA) Activity. MELSA will provide USAID/ Colombia with technical and advisory services for monitoring; evaluations; research, assessments, and data analysis; geographic information services (GIS); and collaboration, learning, and adapting activities.

This Activity will provide the Mission with technical and advisory services that facilitate informed program management decisions, shape the long-term strategic direction of programs and decision-making within the Mission, and enable USAID/Colombia to comply with USAID’s Evaluation Policy and USAID Automated Directives System (ADS) 201. The expected result of this Activity is to enhance the Mission’s MEL capability and to ensure empirical evidence for programming, learning, and adapting.

**Responsibilities**:

- Lead the drafting and development of Scopes of Work (SOW) of the evaluations proposed by USAID.
- Lead the evaluation work plan, design, and final evaluation report including ensuring a high-quality product in English. This includes the data collection and analysis methods, the sampling strategy, the data collection tools, and the data analysis plan.
- Lead and manage the evaluation team and operationalization of the evaluations to ensure high quality reports based on USAID standards and guidelines.
- Lead the writing of the main technical deliverables and communications, including the reports of the final evaluations in English.
- Oversee the quality and timeliness of the evaluation's data collection and troubleshoot as needed.
- Oversee the quality and timeliness of the quantitative and qualitative data analysis.
- Monitor and review of each of the reports, databases, statistical program codes, presentations, and other results of contracts with firms and/or consultants hired to support evaluations conducted by the MEL activity.
- Support the coordination of administrative matters that allow the development of the evaluations conducted by the MEL activity, including coordination with the different groups of stakeholders involved, such as implementing partners, USAID officials, among others.
- Lead briefs and presentations to USAID and the Implementing Partner.
- Implement the instruments for qualitative data collection in the field.

Esta Actividad brindará a la Misión servicios técnicos y de asesoría, para facilitar la toma de decisiones informadas sobre la gestión de las Actividades de USAID/Colombia, para dar forma a la dirección estratégica a largo plazo de de la programación de la Misión, y permitir a USAID/Colombia cumplir con la Política de Evaluación y el Sistema de Directrices Automatizadas de USAID (ADS) 201. - Liderar la redacción y el desarrollo de los alcances del trabajo (SOW) de las evaluaciones propuestas por USAID.
- Liderar el plan de trabajo de las evaluaciones a cargo, su diseño y el informe final de cada evaluación. Esto incluye los métodos de recolección y análisis de datos, estrategia de muestreo, herramientas de recolección y plan de análisis de datos.
- Dirigir y gestionar el equipo de evaluación y la operación de las evaluaciones.
- Liderar la elaboración de los principales entregables técnicos y comunicaciones, incluyendo los informes de las evaluaciones finales en alta calidad de inglés.
- Supervisar la calidad y la puntualidad de la recolección de datos de la evaluación y solucionar los problemas de ser necesario.
- Supervisar la calidad y la puntualidad del análisis de datos cuantitativos y cualitativos.
- Monitorear y revisar cada uno de los informes, bases de datos, códigos estadísticos del programa, presentaciones y otros resultados de los contratos con empresas y/o consultores contratados para apoyar las evaluaciones realizadas por MELSA.
