The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

This position is located in UNEP's Sub-Regional Office for the Pacific in Apia, Samoa.

Under the overall supervision of Deputy Executive Director and direct supervision of the Regional Director, the Head of the sub-regional office serves as the advocate for the region and guides the development of a strategy for the effective implementation of UNEP programmes and projects in the sub-region, in cooperation with governments and operational partners in the sub-region. The incumbent will be responsible for the following duties:
**Responsibilities**:
- Oversees the development of sub-regional partnerships and carry out high level consultations with governments, regional and sub-regional organizations, private sector, major groups and stakeholders, including NGOs and other UN organizations, as well as donors, on environmental programmes and projects in the sub-region, with a focus on enhancing the capacity of countries in the sub-region, at their request, to integrate environmental considerations into their national, sub-regional and regional development processes.
- Coordinates and contributes to UNEP's strategic planning, including the Medium-Term Strategy, Programme of Work, alignment of sustainable development goals and sub-regional environmental priorities, in coordination with the Regional Office, Policy and Programme Division and regional sub-programme coordinators, in support to regional, sub-regional and national priorities.
- Evaluates policy and programme needs and mechanisms for the delivery of products and services to meet the needs of the sub-region; ensure that sub-regional priorities are given precedence.
- Advises the Regional Director on policy initiatives and programme issues for interagency consultations including regional UN Development Group (UNDG) and intergovernmental meetings of ministers or other high level officials taking place within, and concerning, the sub-region.
- Assists governments in the sub-region in co-ordinating and in organizing and convening intergovernmental meetings of policy makers and technical experts to formulate, adopt and implement sub regional and national environmental programmes and / or projects.
- Monitors progress of activities and projects in the sub-region and assess the appropriateness and effectiveness of results achieved.
- Organizes group meetings and training workshops targeted at decision-makers in government, industry or communities.
- Undertakes fundraising efforts to support implementation of UNEP's programme of work in the sub-region.
- Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
- Performs other duties as required.
