**Programme Accountant - Conflict Stability and Security Fund (CSSF) - Tackling Illicit Financial Flows in Latin America Programme**

**Project Description**

The Combatting Illicit Economies Programme (CIEP) is a UK Government regional programme focused on increasing organisational effectiveness to identify, tackle and supress the illicit economies generated by Latin America with a particular focus on illicit financial flows (IFFs), money laundering and corruption networks underpinning those illicit economies. Under this programme, the Tackling Illicit Financial Flows project works with a number of state institutions providing expert assistance as they seek to strengthen a country's strategy and response to IFFs and linked corruption.

**The role**
- The Programme Accountant will support the day-to-day finance and administration operations of DAI’s Tackling Illicit Financial Flows project in Colombia.
- The Programme Accountant will report to the Operations and Finance Officer, and will work closely with Head Office staff including the Project Manager, Associate and Head Office Accountant, ensuring the smooth functioning of the programme’s finance, administration and procurement functions.

**Specific responsibilities** include inter alia:

- Support the Operations and Finance Officer and the Senior Programme Manager to develop, implement and monitor robust financial/accounting, procurement and administrative systems and procedures, which comply with, and are fully aligned with, DAI and the client’s rules, regulations and high standards
- Support the Operations and Finance Officer to ensure all programme finances (including, expenditure, systems) in the Colombia office, are regularly monitored (identifying trends, opportunities, risks et al.)
- Coordinate effectively with service providers ensuring all invoicing/expenditure is processed on time and in accordance with DAI systems and protocols
- Process payment/file all programme invoices, and maintain up-to-date accounting and finance records
- Chase up invoices, including follow-up with suppliers, partners and consultants as needed
- Under the supervision of the Operations and Finance Officer, operate banking transactions related to the programme, including preparing bank transfer requests, submitting them to the bank, monitoring transfers and preparing monthly bank reconciliation statements and reporting
- Draft local purchase orders
- Ensure the client’s procurement rules are followed
- Ensure all record keeping (including data entries) and information is entered to DAI’s Management Information System (TAMIS) and is correct and updated
- Communicate regularly with the Operations and Finance Officer on issues related to programme budgeting, expenditure, invoicing, coding, assets et al.
- Participate and provide data support in audit processes
- Support the Operations and Finance Officer implementing office manuals, protocols and systems
- Build effective relationships with the programme’s service providers and relevant government officials/agencies
- Verify and submit staff time sheets for payroll processing
- Responsible for ordering office supplies and maintaining an asset register to support purchases of all equipment/assets
- Maintain an up-to-date asset register of the programme’s assets
- With the other team members, nurture and maintain team spirit and a collegial working environment that reflects DAI’s core principals of integrity, responsibility, excellence and global citizenship
- Comply with DAI ethics, safeguarding and security policies and procedures

**Security**

All project staff (LTTA, STTA, ICAs, and others) are responsible for:

- The safety and security of themselves and co-workers.
- Adhering to security instructions issued in the Programme Security Plan or issued by the Security Focal Point (SFP).
- Staff have a responsibility to report to the SFP any of the following;
- Any threat or incident directly affecting staff safety or project continuity.
- Updates on the security situation in their area of responsibility.
- All travel plans, including contact information and estimated dates of travel.

**Reporting and support**
- The post holder will be supported and line managed by the Finance and Operations Officer.
