China Three Gorges Latam, leading renewable energy company, is seeking a HSE Coordinator to join the team at Baranoa PV Plant (Barranquilla). The HSE Coordinator is accountable for the correct implementation, maintenance and continuous improvement of the Occupational Health and Safety Management System of the company and holds the designation as the person responsible for the local OHS Management System in the country of work, including administration offices and project site locations. The Coordinator translates the regional HSE strategy into an annual country plan for the country, executes day-to-day HSE activities on site, oversees the HSE performance of applicable contractors, coordinates the joint occupational health and safety committees, and is the country technical interface with the different stakeholders, the occupational risk insurer and the statutory joint committees.
Key job responsibilities:
- Management System Maintenance and Regulatory Compliance
- Maintain, update and continuously improve the company and if applicable, regulated Occupational Health and Safety Management System documentation, including the policy, annual plan, hazard identification and risk matrix, procedures, forms, assessments and indicators.
- Maintain the country legal register and monitor compliance with local occupational health, safety and social security regulations.
- Prepare and submit the annual minimum standards self-assessment required under OHS systems and the resulting improvement plan.
- Prepare and submit periodic reports to the occupational risk insurer, government entities and the Board as required by regulation and by the CTGL HSE reporting framework.
Joint Committees and Employee Representation
- Coordinate and support the joint occupational health and safety committee, the workplace coexistence committee and the emergency brigade, ensuring they meet, keep minutes and exercise their statutory functions.
- Support the election processes, training obligations and reporting obligations of the applicable joint committees.
Risk, Incidents and Emergency Response
- Maintain the hazard identification and risk assessment matrix applied at every country location, and update it after every change in operations, personnel or facilities.
- Investigate workplace accidents and incidents under the applicable regulation, prepare the standard incident report, and follow up on corrective actions with the operating line.
- Report severe and fatal accidents to the Ministry of Labor, the occupational risk insurer and CTGL headquarters within the timeframes required by law.
- Maintain and execute the emergency response plan, including drills, simulations and coordination with the emergency brigade.
Occupational Health, Medical Surveillance and PPE
- Coordinate the medical surveillance programme (pre-employment, periodic and exit medical examinations) with the accredited occupational health provider.
- Maintain the epidemiological profile of the workforce and lead the epidemiological surveillance programmes required by exposure (musculoskeletal, cardiovascular, psychosocial, hearing, etc.).
- Manage absenteeism due to occupational disease and workplace accidents, coordinating with the occupational risk insurer and HR on case management and return-to-work.
- Define PPE specifications, verify use and enforcement on site, and coordinate with procurement to guarantee supply and stock at every work location.
Training and Communication
- Prepare and execute the annual HSE training plan, including induction, refreshers, contractor training, high-risk work training and management-level HSE briefings.
- Maintain the training matrix and competency records for every employee and contractor.
- Deliver toolbox talks, campaigns and internal HSE communications to personnel and contractors.
Site HSE Execution and Verification
- Execute the daily HSE plan at project sites assigned, including hazard identification, unsafe condition reporting, work permit control, PPE verification and daily site inspections.
- Verify on a sampling basis that the site line and the O&M contractor are performing their own daily inspections, that the findings are honest, and that they are being closed.
- Verify that every contractor on site holds valid work permits, current competency certifications and the required documentation before commencing activities.
- Verify that personnel transport vehicles meet the safety requirements defined in the applicable procedure.
- Verify the operational status of fire alarm systems, extinguishers and smoke detectors on a monthly basis.
