Main purpose of job:
The role holder will be the Embassy's point of contact with the Foreign, Commonwealth and Development Office's Chief Economist and with the Research and Evidence Division.
As such they will be expected to lead on high-quality analysis and reporting of economic developments in Colombia and the implications for UK policy.
This will include analysis of the current government's economic reform agenda and its efforts to deliver more equitable growth.In doing so, the role holder will work closely with other major Embassies in Bogota - particularly the EU Delegation and associated Embassies, and the US.
They will also need to report on Colombia's position on reforming International Financial Institutions (IFIs) and from time to time lobby on UK economic priorities.
In parallel, they will be expected to support the trade dialogue between the UK and Colombia to boost bilateral trade and support UK companies in accessing the Colombian market.
They will develop relationships at all levels in the Ministry to understand and report back on areas of interest for our bilateral relationship.
This will include promoting the UK's offer on fintech and financial inclusion. They will also work closely with the Colombian financial sector to achieve this.
The role holder will work closely with the Embassy's climate team to help them understand the macro-economic implications of our climate, nature and energy agendas and to ensure the Embassy is delivering maximum impact through our large climate ODA programmes.
The role holder will report to the Head of Clean Growth programmes within the Embassy's Economic, Climate and Science team but will also be expected to work hand-in-hand with the Embassy's political and trade teams.
The role will involve occasional travel within the region to meet counterparts in other UK Embassies and to London to attend the FCDO's global economic conference.
Roles and responsibilities:
Economic Analysis and Reporting
- Lead on the analysis and reporting of key economic developments in Colombia, identifying key influencing factors and implications for UK policy in Colombia (direct or through multilateral agencies).
- Produce regular reports for senior audiences in UK Government Departments in London (FCDO, HM Treasury) and the Embassy, highlighting key economic developments of interest. Contribute to briefings for senior Embassy staff, Ministers and highlevel visitors.
- Ensure strong representation from BE Bogota in economic seminars and teachins within the FCDO and across UK Government raising the profile of Colombia and the Embassy's work.
- Develop and maintain a highlevel network of contacts to ensure the Embassy has access to key economic decisionmakers in Colombia.
Climate and UK Partnership for Sustainable Growth
- Lead on analysing and understanding the macroeconomic implications of the UK's climate, nature and energy transition work in Colombia. Work with the Ministries of Environment, Mines and Energy, and Finance to develop a robust economic case for climate policies.
- Support the development of a new UK PACT strategy and launch of new portfolio of projects in 202
- Join the GRuC economic coordination group of likeminded Embassies in Bogota to share and compare analysis of key economic developments in Colombia.
Trade Policy & Market Access
- Support development of bilateral trade between Colombia and the UK through: (i) identifying and reporting on existing and anticipated market access issues and constraints from a sectorial policy perspective; (ii) facilitating UK companies to access new business opportunities in Colombia by working with Department of Business and Trade (DBT), and UK Colombia Chamber of Commerce (BritCham).
- Monitor implementation of the UK-Colombia Double Taxation Agreement by the Colombian government.
- Engage with relevant stakeholders to influence Colombian trade policy formulation to drive greater competition, support more open markets and ensure compliance with international agreements.
Economic Reform and Sustainable Growth
- Be the point of contact between the British Embassy and economists in Foreign, Commonwealth and Development Office CDO HQ and across UK Government, including working with the Economics & Evaluation Directorate.
- Engage with relevant stakeholders to influence economic policy making in Colombia to achieve a more transparent, stronger, rulesbased international economic system and better regulation.
